Subclass 191: Common questions

Can I apply if I earned below the threshold in one year?

You need to meet the threshold in at least 3 years. If you fell short in one year, you may need to wait and earn above the threshold for an additional year.

Overview

The Subclass 191 is the permanent visa that 491 and 494 visa holders can apply for after spending 3 years living and working in regional Australia. It is the end-point of the regional migration pathway.

Requirements

  • Hold or have held a 491 or 494 visa
  • Lived in a designated regional area for at least 3 years
  • Earned taxable income at or above the minimum threshold (currently AUD 53,900 per year) for at least 3 years
  • Meet health and character requirements

What counts as taxable income?

Your income must be from employment, business, or a combination of both. It must be reported to the ATO and appear on your tax return. The threshold is indexed annually.
